In the wake of the recent flooding, Deputy Seamus Healy has called on the government to re-allocate to County Councils, the €430M from the road tax monies given to Irish Water.
This money is urgently needed to re-build and repair county roads across County Tipperary and the Country which have been destroyed by floods.
These roads were already in a very bad condition due to cutbacks in road monies buy the Government.
Deputy Healy also called for the upgrading of the National Primary N24 to be added to the Roads Capital Programme announced last year. This road is a vital economic and social lifeline across Tipperary and links the Midwest to the South East. This road was impassable in a number of areas during the recent flooding. Despite demands for upgrading including the provision of the Tipperary Town By-pass and Carrick on Suir By-pass this work has been excluded from the Government’s Road Programme 2015-2016. It must be included immediately.
There must also be a countywide assessment of the flooding and the responses to it including availability of back up pumps and road and gully maintenance.
Deputy Healy praised the work of the Council workers, Civil Defence, Gardaí, Red Cross, Army, Carrick River Rescue and volunteers who did Trojan work during the flooding.
Council staffing has been seriously depleted by the government moratorium and additional staffing is urgently needed to maintain roads, gullies, inlets and dykes.

Water is receding in many places. The level of the river Suir has continued to stabilise and we hope many roads/routes will reopen as soon as possible.

CLONMEL AND CARRICK ON SUIR DISTRICTS FLOOD ALERT UPDATE – SUNDAY 3RD JANUARY 2016 AT 2PM
Tipperary County Council Crisis Management Team reconvened at 1.30pm to review the flood situation in the lower River Suir catchment area.
The immediate high flooding risk has abated in Clonmel, Cahir, Ardfinnan and Kilsheelan. Normal January weather conditions are expected over the next few days and the situation will continue to be closely monitored by the Clonmel Flood Response Team.
Kilganey residents are being advised that they can now return home and arrangements are in place to facilitate this.
Additional mobile pumps continue to be deployed to manage the water levels on the North Quay, Carrick on Suir which are currently clear of water but remain closed to traffic.
The Council will continue to provide daily updates on its website and through local media for the remainder of the week.

Tipperary County Council Crisis Management Team reconvened at 7.30am to assess the flood situation in the lower River Suir catchment area.
In relation to Clonmel, Cahir, Ardfinnan and Kilsheelan, the River level is continuing to stabilise and the overnight rainfall has not materialised to the level initially anticipated. The situation will continue to be monitored on an hourly basis given the forecast for the next 24 hours.
In relation to Carrick-on-Suir, there is an ongoing issue on the North Quay and additional mobile pumps are being deployed to manage the water levels at this location.
A further update will issue at lunchtime.
